This seems to severely oversharpen the game. For anyone interested, all you have to do to get rid of the blurring is go into the game's graphics options and:
1. change the resolution to 1920x1080 and uncheck fullscreen, hit apply 2. Close the options window and DO NOT save the settings when prompted. This sets the game back to your default resolution, but the blurring is removed.

Used it tonight...excellent! Thanks for your effort--it makes an amazing amount of difference in the graphics @ 4k. I was surprised by how much sharper and clearer the default setting is! I'm running the D3d11 version of the game. Like you, I find it strange that they could have gone to the trouble of converting to a newer engine while overlooking the hires scaling! Good job...;)
Thank you, dear traveler :) It feels like all the developers and testers have monitors with a resolution of 1080p. After all, on anything bigger it is simply impossible not to notice how blurry everything is.
In any case, Obsidian created this masterpiece for all time, and we improved it a little)
Of course, you can click Page Up, make sure that the Performance mode is not checked and slightly reduce the indicators to the value you require. I myself increased and decreased them, but for now I settled on the default ones)
Nice fix thanks. I didn't played PoE since changing to 1440p and when I fire it up week ago looked strangely blurry. Btw with new Steam beta patch , they are updating Unity version and upgrading PoE to DX11 (they didnt listed DX change but I checked they upgrade it to DX11), so you may need to update your reshade in near future.
Hehe thank you for the update. This new beta patch just making Steam/GoG version of the game in line with Epic one, Epic got Unity,DX11 etc. upgrades couple years ago (I guess back than they also released PoE on modern XBox, game to be released on XBox needs to be DX11+).
As I understand it, yes and no. I have this game in both EGS and Steam. Yesterday I specifically installed the EGS version and compared it with the Steam beta version. The changes are visible already in the initial video; in Steam it is more responsive (as reported in the patch note). I didn’t dig further, but it’s quite possible that something else was changed =)
I don't have Epic version, did a quick run of the starter area on Steam beta, gameplay seems smoother indeed, no big fps dips. Sadly I don't have anymore my old savegames, I would love to see how fps holds out in some areas of Defiance Bay, in some areas it knew to go dip a lot.

An amazing coincidence, a week after I decided to walk through the game, the developers decide to release a beta patch. After 6 years!
