    Well more than a bug, thats just how the "engine" redistributes the decals based on the nature of the surface surrounding, let me explain better:
    When skyrim was developed , splatters where only meant to be projected on flat surfaces and walls  since there was no EBT intended to exists.

    This means that the developer who programmed the script/plugin related to the chances of splashes to appear on polygonal 3D objects set it to 0 or maybe even merged the rock texture with the mesh texture  within so that no other external texture collapses over the 3D rocks.

    Thats the same phenomenom we can measure when we  kill an enemy/npc on the roads while using "Blended Roads 3d" mod o stuff like that u know, you will notice that depending on the angle blood blends behind or over some surfaces,  its the same thing.

    Because most of us are using  Surface/grass/Terrain mods, then we get a inverted effect sometimes because now the game starts reading 2 files and cannot overwrite one new texture over other pre rendered ones , because there is no script or plugin to help that.
