Adds Los Suenos Police Patches to the plate carrier.

Adds lore friendly patches to the Shaw Concepts ARC 2 Plate Carrier. Really cool Void actually got a real licensed piece of gear in the game, but I don't see a SWAT unit using a patch from that brand so added new ones taken from other in game assets.
Comes with two versions.
1) LSPD on the front from the SWAT99 shirt and POLICE Patch in the back from the opscore helmet.

Choose your favorite. Latter matchet my Rebel SF retexture perfectly.
Please don't make requests for different agencies, feds, model edits etc. I make retexture mods strictly for my game and share it as a courtesy. My interest is LSPD SWAT with black gear and blue uniforms, I only make other colors for sake of consistency of a public release. So please only requests that would "vibe" with my current work and style. Thank you.
