The youth of Rains Fall. He probably fought in the Great Sioux War of 1876, and after what he saw in 1891 he opposed his son and his tribe's followers fighting against the government. Because he knew that whatever he did would be an end without a solution. And he did not want to lose his son.
Knowing a nation's cultural, political and war history is the greater achievement to empathize in a universe set in an alternate reality. After Crazy Horse's great struggle, the conflict and division between Sitting Bull, Red Cloud, Young Man Afraid of His Horses, and American Horse drove Native Americans to destruction. Later, seeing Sittin Bull's struggle, most chiefs chose not to fight and watched their friends die, leaving them alone. They later regretted it because the American Government of the time did not fulfill any of its promises and Red Cloud's regrets continued. I always compare Rains Fall to Red Cloud in RDR 2. Aside from the resemblance of his face, his views and his non-war demeanor clearly show this.
Edit: The fact that he most likely only has a braid on one side of his hair indicates that a part of him is still Native American. The other side is the part that succumbs to assimilation.
