Replace Leon's default hair with his Special 2 hairstyle on all other outfits. This will also allow you to remove the hat from the Special 2 costume.
HD Project might be required for it to work.
Things to note:
-There will be a small black square next to his right ear while in gameplay, I'm not sure what causes this as I tried replacing textures and the head model to fix it, but to no avail. But it's not present on his mafia costume or in cutscenes with any other costume. Will look further into it.
-The mafia costume was never meant to be in cutscenes, so there might be some odd transparency with his hair at certain angles.
