Changes the default starting inventory to add 20 small keys.

This alters the starting inventory to add 20 small keys. (For both base-game and Separate Ways.)
This will conflict with my OP New Game mod. I'll add the small keys to that one separately soon (TM).
Installation Instructions
THIS IS FOR THE FULL GAME! IT WILL NOT WORK WITH THE DEMO!

- Install Fluffy Mod Manager.
- Place the archive into `.....\Fluffy\Games\RE4\Mods` WITHOUT EXTRACTING!
- Open mod manager and enable the mod.
