There are a few rooms in the remaster that are missing some effects (usually some lights flickering), maybe to avoid epilepsy issues or just plain oversight. Usually this effect is achieved by overlaying 2 versions of the same background (normal and brighter) and using transparency tricks. However, in this room, there are up to 3 bg overlayed on Gamecube/Wii (normal, brighter and thunder lightning), but Capcom just used normal and brighter instead of normal and lightning. Now this room is one where they had access to higher resolution renders, but maybe not with the lightning, so it might be a deliberate choice. But now with AI upscale, we can use the GC bg rip and use that to restore the lightning effect, which is what this mod does.
It's recommended to install it with Fluffly mod manager but you can extract the nativePC folder and copy/paste in your game installation. If you want to use the REupscale project, install it first then the lightning fix.
