So, there is very little documentation on the various sizes and rates of the fish in the game. However, there does seem to be a tie between a fish's level and it's size. This is a simple mod that redistributes the rates of those levels, and (hopefully) it's relative sizes as well.
Two sets of rates are present: A "standard" version, with only a redistributed rate of fish for a slightly more even layout, and an "extreme" version, where only level 1 or level 10 fish should ever be present.
Note that I have not done extensive tests on this, but it appears to work as such.
Just place it in the Bundle folder, or a subfolder of your naming within that folder, and the mod should work on its own. Mods that also change the level rates of fish are incompatible with this mod.
