This configuration was made using public avaiable knowledge of the unreal engine parameters on how to optmize silent hill 2.
with this configuration i got a decent/high fps on demanding areas like the hotel. this while playing on a 3060 and an I5 10400F AT 2560X1080 and 3440x1440

KEEP THE ENGINE FILE AS READ ME ELSE THE MOD WONT WORK!
You can install this mod by dropping the engine file at
AppData\Local\SilentHill2\Saved\Config\Windows
