wait till one of the rainbow times
forced a vanilla rain storm: fw 10e3d4
waited a real world 30-60 seconds in case something in the mod needs to register it's raining
forced a vanilla clear weather: fw 10a241
waited another real world 30-60 seconds in case something in the mod needs to register it's cleared up
looked for the rainbow: in the morning look up river (it appeared over bleak falls barrow for me), in the evening look down river (it appeared over the mountain that towers over riverwood for me)
Note: The rainbow didn't appear every time. I got it to appear once out of several tries in the evening and once out of several tries in the morning.
