The word lore is starting to get warped, I dont think many people even know what it means.
The Dwemer probably looked very STEAMPUNK. The Breton homeland, we dont know... but I always thought of something very renaissance. The Shivering isles opened up a whole plethora of styles. The Aldmeri dominion (from what we have seen) are your classic elves with leaf like designs. The Bosmer... we dont know. The Redguard style is obviously heavily influenced by arabic history. The Aleid are a style in their own. The Akaviri have obvious asian influence in regards to how they have been designed.
The world of tamriel is very accommodating in terms of style, it is the application of that style which defines if it is lore friendly or not.
In regards to the mod in the picture, with some work it could fit in yes. There are dresses in the shivering isles with similar themes.
