I have used Tera Armors for Skyim to replace the elven outfits.
Crown Helmet Replacer.
Basvanbeus Mesh and texture.
-this mod makes it so that there are 4 textures per sex per Vanilla race in game at the same time per 4 stages of weight.
-Altered a Tera Leved List esp to increase frequency of appearance.
I think the foriegners look much more out of the ordinary this way don't you. I mean look at the way those High Elves flaunt it over us mere Nords. No wonder I joined Ulfrics campiane to kick them out of our beloved homeland.

Great thought going into it as well.
The high elves do hold themselves higher then the nords and thus should dress in foreign lavish clothing to go along with their way of thinking.
