Spashy Splashy something that should sink!

Ever hear a splashing as you're walking into Dragonsreach and wondered what it was? My curiosity finally overruled from hearing the Slashing so I squeezed through to where the stairs were and looked down at the water. "Lo and behold" it was a skeleton! nothing in it's inventory just a skeleton

If it was intended to just be something random, then why not make it silly with a mod or something, make it so that it has a story, but then make it so that he's undead (still kickin' but won't leave) and he peeks his head up and laughs at you when you find him there, and you hear the laugh (get some kind of laugh sound from the net) - just for kicks.
