It's because I run through Whiterun very often especially because I like making many new characters. So, I end up running past him a lot to hear his constant ranting. It's not a "bad" thing. He fits well into his role and all but.. it gets old very very fast lol
sometimes when i'm walking around Whiterun i like to stand for a sec and wait till Heimskr tells "rise up Stormcloaks" ;d i don't know why ppl don't like him ^^
