Are you using the nvidia plug in for gimp? Also try saving as different types of DXT files. If none of that is the problem, play around with the mipmap settings from the save window pop-up. Sometimes I've noticed them reverting without actually changing them around myself. Good luck.
I'm using GIMP currently, I tried both loading and not loading mipmaps as I said before, and GIMP doesn't seem to give me the option to make new ones after, at least as far as I can tell.
edit - saving a new file rather than just saving over old one let me generate new mipmaps, but didnt help problem. danmed retroreflective pores are still present.
Are you using Nvidia's Photoshop plugin? When loading the file, I told it not to load mipmaps. When saving, I told it to generate new mipmaps. Maybe try that? Mine worked properly, but I'm no expert on this subject :-(
