title doesnt lie

I know I do not normally post these kinds of things and I didn't want to either, but seriously nobody has had this bug anywhere else. Also, SPOILER alert. Here is the basis of my predicament: I completed "The Fallen" by capturing Odahviing. I know on my previous play-through, a floating marker lay above a guards head up the staircase to release him. However, he wasn't there, and pulling the lever myself did not seem to work. I have progressed enough in the Civil-war quest, so Vignar Grey-Mane is the jarl. When I finish dialogue with the captured Odahviing, he comes up to me, but with no unique speech options, only the basic lines, not related to progression, as they were before. I most likely left out some details, so please, ask. The screenshot is him about to approach me, with Odahviing in the trap, but no quest markers.
