When you start the final quest of the Thieves Guild, you will become a member of the Nightingales and receive this excellent outfit. I only use the gauntlets and boots since my current armor is stronger and better in enchantment. The boots permanently muffle you movements. My character is standing in Nightingale Hall, which is above Riften next to the Shadow Stone.
