    Went through, line by line of your settings. Differences I found and additional thoughts:

    Skyrim ini

    [Display]
    iShadowMapResolutionPrimary=2048
    *bActorSelfShadowing=1

    [General]
    *bUseThreadedTempEffects=1
    *bUseThreadedParticleSystem=1
    *bMultiThreadMovement=1
    *bUseThreadedMorpher=1

    *These lines are in my SkyrimPrefs ini, not Skyrim ini.
    Doesn't mean they can't be here, your using an AMD card I'm using Nvidia.

    Skyrimprefs ini

    [Display]
    iBlurDeferredShadowMask=3
    fInteriorShadowDistance=3500.0000
    fShadowDistance=8000.0000
    iMaxAnisotropy=16 (preferable not to use an odd #)
    fGamma=1.1200
    fShadowLODStartFade=2000.0000
    iTexMipMapMinimum=2
    bFull Screen=1
    iSize H=1026
    iSize W=1824
    bShadowMaskZPrepass=0
    fShadowBiasScale=0.1500

    Also noticed that your really pushing your lods out there, you have an extra 0 in your lines that I don't.
    You may also want to increase your grass setting from 20 to 40, you shouldn't notice really any difference.
    ugrids is set to 7 vs 5 for me.
    Alot of your settings are about 30% higher than mine. I am using an OC'd GTX680 with 4gb vram, lots of hd textures (re-compressed with dds optimizer). Usual memory use is about 48%, and fps that runs 28-60.
    What I'm really trying to say here, is that in theory, we have video cards that should be able to handle loading them up with all kinds of graphics, the game engine just can't handle it. So you may have to either kill some hd stuff or reduce your settings to a lower range.

    Also some ENB's settings only work with either AMD or Nvidia, not both. If the author of the ENB has files for specified cards, make sure you are using them.
    The ENB may have worked for you prior to altering your ini's, changing them can alter how the ENB functions, so you may have to start making changes in the ENB files.

    You may need to look at your vcard and game option settings also, ie occlusion, anisotropic etc. With ENB's it's best to let the ENB do the work. Conflicts can occur between them.

    Good Luck
