While modded Whiterun may be more aesthetically pleasing in a technical sense, I feel, as Zanethriel mentioned, that most Whiterun overhaul mods go WAY too far and in this case, it's Towns and Villages Enhanced. If you look at the surrounding landscape of Whiterun, it's a grassy, pretty much empty tundra. So why would the inside of the walls look like a forest? In addition, it's described as a Trade City. Lots of merchants, caravans and other traders would go through town and with that much traffic in a pre-industrial time period, would get DIRTY. Solitude on the other hand is the capital city of Skyrim and, so, should have a number of aesthetics applied to it. Now, if you did another comparison, this time without Towns and Villages Enhanced, I'd have to say yours looks far better.

Aside from that though, it is amazing what's possible in a modded Skyrim.

Vanila Whiterun is much better. Overmodded Whiterun looks too shiny, original city have a style, yours - not.
