I've never actually done it, so I don't know about the validity of the tools, but here's my assumption:
http://www.nexusmods.com/skyrim/mods/247/? find the texture you wanna edit with this, extract to wherever you're working...
http://www.nexusmods.com/oblivion/mods/8698/? then throw it in here, output to whatever, most likely photoshop, but I'm assuming you'd be safe outputting to like png or jpg and using gimp
make your edits, convert back to dds using the same converter. Then (and it's been forever since I've used the creation kit, so I won't be able to tell you the step by step) just load your converted dds into the creation kit and save as a .esp and there you have it, your own custom hair pack ;p
