This is odd, best tip would be to use the console, make certain you have not selected anything (or have only selected your character by clicking on him/her) and type UNEQUIPALL (You still have the items but they are in your inventory not worn) then at the character generation when the race menu shows up change sex or race then back again, your character will then be stark naked and suffering from frost bite at the extremity's, this is a work around until you find out what the problem is (keep the two esp's for ECE at the last in your load order as that always seems to help by boosting there priority), best of luck.
