They seem to clone every time I arrived at Whiterun but didn't since the 1.4 patch

I got that too, but one was halfway down in the ground. Killed them all using "kill".

On mine he is stuck standing in that same spot... but... he didn't... turn into an amoeba?

Haha! Yeah this is classic, open the console click on them type "kill" and then "markfordelete" it's an issue caused by the game thinking it needs to spawn another one, because Louis doesn't move.
