Though I believe that it shouldn't be too complicated once you set your time of day to a late hour, then jump in the ENB Windowlight configuration and... well I guess it has to do with the weather and color tones as well..., the gist of it is tweaking the intensity to suit your needs. One more thing, the windowlight intensity apparently controls the phosphorescent plants intensity for some reason, like the glowing mushrooms, so keep that in mind.
After a few more considerations I believe that the Mist options have an impact as well, I tweaked it to cover the ugly distant horizon on the shoreline. Speaking of which, the color curve for the windowlight has been tweaked too to allow a much higher intensity without being overbearing in close range due to adaptation values. For the record, the ENB I use is one of the latest.
I absolutely adore them, especially with the Long Exposure setting in the ENB set to true and the time value set to 0.02 for a very subtle motion blur effect, makes them twinkle here and there which is spot on.
