Is this a teaser or maybe available somewhere? That would add much more mystery to the empire and General Tullius.

  This is from the mod "Civil War Champions" that is only available via the Creation Club...for money.

  So is it only use-able in Skyrim SE and how much does it cost? I love the authors of the mod, so I wouldn't mind spending a bit if I could use it in Skyrim LE.
