Hello!, did Sahrotaar not show up when he is suppose to carry you to miraak? It happened to me during my last Dragonborn dlc Play-through.
This bug is mentioned on UESP site. It said, "If you prematurely pass through every chapter of the Black Book: Waking Dreams before Frea tells you to avenge her father, visiting Apocrypha may not prompt Miraak or the dragons to attack. At this point the quest is broken beyond any real hope of recovery. You can use the console to force the appearance of Sahrotaar, but upon defeating Miraak, he will stay permanently impaled on Mora's tentacle. You can force the end of the quest, but Mora will never speak and the Black Book will never appear."
Although, I started questioning myself about this problem because a long ago, I had a save that my character prematurely pass through every chapter of the Black Book: Walking Dreams and saved without learning dragon aspect shout from word wall at Chapter VI; came back to apocrypha after Frea told me to avenge her father. I learned the dragon aspect shout from word wall then Sahrotaar appeared; I was able to finish main DLC quest.
It turns out what caused the bug was my character pass through every chapter of Black Book: Waking Dreams; learning dragon aspect shout from word wall at Chapter VI location before the start of the quest: At the summit of Apocrypha.
The Process of the quest: At the Summit of Apocrypha starts from; unlock bend will shout, read "Waking Dreams", and Reach Miraak's Temple and so on. Upon completing the quest Reach Miraak's Temple; Sahrotaar will appear. It seems the Reach Miraak's Temple quest can be completed when player learns Dragon Aspect shout from Word Wall in Apocrypha; That is why learning dragon aspect shout before the 'quest: At the Summit of Apocrypha' starts, would break main DLC questline.

The esp file that is uploaded for file section enables Sahrotaar to be appear right after completing read "Waking Dreams" quest. This is done by putting getstagedone requirement from Reach Miraak's Temple quest to read "Walking Dreams" quest.
I hope this does the trick for whoever suffers from this bug.
