I created this because the other "Enchantment-boosting enchantments" all relied on raising the Skill-level. And if you have Uncapper installed, that means that it's useless beyond the "skill-affecting-cap" that comes with that mod (usually around 200).
What this mod does is give you access to a Crafter Necklace that's... very good. You can make it at a forge for the same cost as a regular Gold Necklace (and it should have the same value). This necklace boosts your Alchemy/Smithing/Enchanting with 1000%, which means that even if you have no levels and no perks in Enchanting, you can get 100% Magic Resist as long as you get your hands on a Grand Soul Gem.
If you decide to disenchant this very much bullshit necklace, you will get a Fortify Enchanting enchantment that works off of a percentage, and can be put on anything that Alchemy-enchantments can be put on. It will also scale as you wear more of the stuff, effectively giving you a much more controlled version of the Restoration-Glitch.
