That's cheap-ass .esp file made in ~20 minutes which lets soul cape from Apocalypse to work with Soul Gem Star Fragment. It still won't work with any other soul capture spell since this how Soul Gem Star Fragment works, sadly.
I should warn that I'm not good at modding at all.
Compability: should be compatible with mods that are compatible with Apocalypse and Soul Gem Star Fragment.
