Currently running the latest versions of Skyrim LE, which is 1.9.32.08, it's probably safer to backup the files before installing them, it could cause problems, crashes or loss of files if not tinkering with the right version of the game.

If the graphics settings seems to be still too high for your computer, try disabling the update textures, the game will still look as best as it can.

INSTALL INSTRUCTIONS
You will need to replace for files in two different folders:
Search for Skyrim's (Legendary Edition) documents folders.
Inside Skyrim's folder you will find two files: SkyrimPrefs and Skyrim.
Replace the two files and step one will be complete.
Search for Skyrim's (Legendary Edition) game's directory.
Inside Skyrim's game directory you will find two files: VeryHigh and Skyrim_default.
Replace the two files and step two will be complete.
Run Skyrim's Launcher (2011 version) and open the options menu, make sure to select the right graphic card, the right resolution for your screen (not lower or higher) and press on the Ultra settings button (the edited settings).
Once you have done all these three steps the game will be set to run at the best possible quality for low end PCs.
Every pc is different, so make sure to tamper with the file codes to get the better experience, it should work fine on all low end pcs (to a certain point).
Also tampering with the default options should make it work as it suits your computers best.
