Enhances the Diadem of the Savant\'s effects to be more powerful and rewarding, but not too much.

After retrieving the Diadem of the Savant, I found it quite unrewarding. It only had a 5% cast reduction on all spells. I searched the Nexus for files which change this to more a more rewarding item, but returned empty handed. I took matters into my own hands and decided this enhancement with you.
Changes / What it Does:
This enhances the Diadem of the Savant's effects to be more powerful and rewarding, but not too much. The Diadem's enchantment changes from a 5% Spell Cast Reduction to a 15%.
