I've had this mod sitting around for about a year, and realized that I've never seen its like on the nexus before so thought I'd share.
This is just a simple mod that modifies the global value determining how long enemies will actively search for the player after a hostile action. This does not touch the search period of simply being spotted or the like. It should be compatible with any other mod, as it merely changes the fDetectionEventTime global variable - no scripts to bloat up your save file.
Finally, a resolve to the "shooting an arrow in a bandit's face and hearing 'must have been the wind' all too shortly thereafter" business.
