Added in three words up power that make up the new Shock Breath Shout, The area is more precise then the fire breath to make up for the additional launch power it has which is comparable to unrelenting force.

Suleyk - Power
Lore friendly dragon words That are all added in by picking up the shout tome in dragon's reach, you can find it in Farengar's Study. Damage and and force push scales with words.
Both cooldown and shock damage are comparable to the existing Fire Breath Shout, the difference being it's a single target shout with more precise aim since along with damage it has a push effect comparable to the Unrelenting Force Shout.
