Parallax Tutorial:

B. Get Photoshop, everybody has it. Get Crazybump, it's 30 days free or longer if you aren't dumb.
1. Crazybump: open the "normal" texture, xxx.dds for diffuse chose the left side preview
2. Go Displacement, recommended "enhance detail" 80 - 95, you see the difference ingame. save as xxx_p.dds Alt-Tab to
3. Photoshop: Open your new file xxx_disp.dds or whatever you named it. Make sure you have the window "actions", click actions, create new action.
4. Picture, Picture size 1024 or 512 (alt-strg-i) then picture-corrections-levels (strg-L), can't make much wrong from 100 to 155 or go wider if you feel like that(60-155)
5. gaussian blur(strg-F is repeat): strength 1-2 one or two times, dependant on detail needed and resolution.
6. Stop action, give it a shortcut like shift-F3
7. Save: (strg-s) as DXT 1
8. Now you got that action saved, next time hit shift-F3 and strg-S and your parallax texture is done for 95% of cases
