char is lvl 68 you need (ninheim race,apachi hair,azar hair,triss armor,the ninja project armor,seiryuu blade,you dont have to install the armor and blade to get this savedgame working,just saying.i didnt had dragonborn installed when i saved it so i dont know if it will work if you have it.
