Who needs a bow in these days of magic? Deep in Gloomreach, there lies a spellbook that will allow the user to magically fire arrows continuously from their hands, while driving their destruction magic up. No one knows how the Falmer came to be in possession of such a treasure, but for the hardy adventurer who braves Gloomreach and finds it, a powerful spell awaits them. Destruction skill of 50 and the destruction adept perk are required to use the spell. Enjoy!
Note: Arrows cannot be retrieved without CTD, as they are magical in nature, and it would be like trying to retrieve your fire after casting it lol.
Update: 06/19/2015, Arrows now cause bleeding on impact
