No matter where you are, that very same courier finds you; a young nord
lad with a Cyrodiilic-style haircut with a bit of dirt on his face and
scruff on his chin.

Isn't it a bit odd that he's the only courier in Skyrim?
This mod tweeks the setup for the Courier adding a compatible lvled courier of all races. 100+ npcs

2. INSTALLATION

Unpack the VariedCouriers.esp module, the meshes folder, and the textures
folder into your SkyrimData folder, or use Nexus Mod Manager to square
it away for you. Activate the module.
