PermaZONES altered to freeze dungeon level scaling

Permissions and credits
Locks down dungeon level scaling so it will neither scale down nor up to your character level. If it's a level 10 dungeon, and you're 20, you'll have an easy time killing 10s. If it's level 60, divines help you... just kidding, they don't love you. Nobody does. Go level up.

 

This is a modified version of TenderHooligan's PermaZONES. He worked hard on them and I've only applied a systemic change. One for Balanced, one for Hardcore, both for Legendary edition. The Encounter Zones' min levels are unchanged, but all max levels have been set to only +1 higher (+1 instead of the same because I'm paranoid something won't work if there's no range and I don't want to test - one level won't be making any differences).

Why set maximum levels? Won't dungeons become easy once you level up?
For some, that's the point of developing an awesome character. Slower leveling makes this a lot better. Also, some of the minimums are as high as 70 - you've got a ways to go. Each dungeon will spawn its own unique combination of enemies. Use weaker dungeons to train your lower skills.

I did lower Abandoned Prison's level to 10-11 because of Alternate Start - Live Another Life's "I want to break out of this prison" option (30+ was a bit much for a new character)


Recommended to use with a mod that slows player leveling, such as Skyrim -Community- Uncapper. Otherwise you just level too quickly and start outscaling things before you've explored much. My own
MorrowLoot Ultimate comes with Uncapper settings to slow leveling by half - this serves as an excellent alternative set of Encounter Zones if you'd like static enemies. Combines great with Morrowloot 4E Edition for a simple 2-mod combo to delevel Skyrim in a basic fashion. Skyrim Immersive Creatures adds a lot of great new enemies that scale better with the higher minimums.


Instructions:

Install and activate the ESP. Make sure to load it below anything else that modifies Encounter Zones.
