Makes Jarl outfits avaliable for purchase and all general stores sell all clothes

OK, who here is annoyed at the fact that the ONLY place to get clothes in this game is in Solitude? And who here feels it's crappy that only the jarls get to wear certain clothes. Why can't we wear the same clothes if we can afford it. And let's face it, after a certain point we most definitely can. So, I decided to add all the Jarl outfits to the clothes merchants and then make all the general store vendors sell clothes as well. I mean seriously! I doubt everyone in Skyrim travels to Solitude to buy their clothes. So now they don't have to, and neither do you. The shops I chose are Arnlief and Sons in Markarth, Belethor's General Goods in Whiterun, Saedri's Used Wares in Windhelm, and The Pawned Prawn in Riften. I have tested the mod and everything looks good so far, but let me know if something goes wrong ok?
Note 2/20/18: It has come to my attention that people have recently been having trouble downloading my newest mods, which is odd considering I have been using the exact same method of packing them since I first started posting here and my 2 oldest mods here don't have any issues at all. I'm looking into this in my spare time and am hoping I can find a solution to this. In the meantime, I do have this mod and several others on the Steam workshop for you to download, and that's not having any issues right now.
