This is my guide to playing on a low end pc or laptop. I originally made mods on a 4 GB intel graphics netbook and I have recently upgraded to a 8 GB intel graphics laptop and performance is better.

Needed mods for performance first:
Performance Package - PP I used this on vanilla Skyrim and I instantly gained 20 fps! Now you can do the same. (you can merge the plugins) This includes the SKSE. ini so you don't have to download it.

PerformanceHitRelief Remastered - PHR_PE Does pretty much the same thing except it includes the leaves falling removal. You can also get that as a seperate file if you don't want this one.
(- Less lag, more performance.
- Makes cloud smaller and less detailed.
- Removes dust particles.
- Remove Interior and Exterior fog.
- Remove Field & Dungeon Smoke.
- Remove Field & Dungeon Mist.
- Remove GRASS! INCOMPATIBLE WITH FLORA MODS.
- Remove uninterpretable vegetation! INCOMPATIBLE WITH FLORA MODS.
- Remove CPU-hogging trees and replace them with younger, less detailed ones (less CPU-Strain).
- Remove wood pile, vines and drift wood.
- Works with Vanilla and Legendary Edition.
- Cleaned of ITMs and UDRs using TES5Edit.
- Scripted NMM and MO installer.
- All components optional.)
