Changes General Tullius' appearance to closer resemble voice actor Michael Hogan.
I'm still trying to make an optional esp that lets Tullius use Ceekay9's bandit eyepatch, but I haven't been able to get it to work. I would appreciate any advice.

Some minor edits. Changed hair and eye color, removed facial hair. Realized I left out a gods damned texture file. Frakkin' toasters.

Fixes Civil War endings to use the new face as well.

I think I figured out the coloring issue.

I didn't change much of his coloring except the purplish eyeshadow that vanilla Tullius had, but he still turned out kinda grayfaced . . . if anyone knows how to fix that let me know!
