This is a quick guide of testing outfits instead waiting on encountering npcs in the wild.

I don't suggest on continuing a save game after spawning in npcs as general rule of thumb. 

Useful commands: Only type the bold words
tgm=toggle god mode   Hopefully self explanatory
toggleai= hostile npcs don't attack you ...most of the time (speaking to them would makes them hostile again)
tcl=toggle collision  This is good when you spawn a whole bunch of npcs and you are surrounded

I typically just use toggleai before I spawn in npcs

Now for actually spawning npcs.

The console command comes in 3 parts: the spawning command and npc base id and then number of npcs at end (denoted by X)

Putting it all together. If I wanted to test 1H Bandit, I would do the following:
open up console command with tilde key ~
toggleai enter key
player.placeatme 0003DECB 10 enter key
close console command with tilde key ~

Bandits will now spawn at your location...Hopefully with new outfits if you added any. Feel free to request additional npcs.

Unique NPCs.
You can google their base id or use help function in console command
open up console command with tilde key ~
help "gerdur" the console will now display anything to do with gerdur but look for record that has NPC (again it should be a 8 digit ID number) in the name
now just type player.placeatme NPC or player.moveto NPC 
player.moveto command moves you to NPC location. player.placeatme creates a duplicate of NPCs while player.moveto takes you to original
