Opens up the views by lowering some city walls.

Hey folks,

The Redbag patch for Enhanced Solitude SSE lowers the city walls to allow for some incredible views. Now, you can go and wander about on top of Solitude Arch. I also lowered the walls near the court of the nine divines. I've added water, which is for an upcoming update to add flowing water down the stairs replacing the rocks and bushes.
