Unfortunately it's just an idle stand animation and doesn't have the walking animation. The mod that I use that has that staff animation is Nemesis PCEA, but the animation itself is from an old animation pack called Dser Animations.
As BruvRamm suggested, making a torch have that staff model might make it look nice when walking.
Smooth staff animation has a different touch to it, which I personally don't quite like as it's more related to female character animations.
