      On purpose? No. They just don't bother with safeguards against such things. I have had this same random encounter many times on the other side of the river from Whiterun at that rock random encounters happen at. You know the rock and the road. Can shoot an arrow into Whiterun from it. The thing is the random encounters are all in one system used everywhere rather than many tailored to specific locations. Example is this one only happening in the wilderness out of visible range of any town or city while the revelers and Redgaurds only happen near or within eyesight of a city. They just didn't make multiple random encounter systems for specific circumstances.
      
      In this case she probably followed me for a bit, she came around the corner right behind my follower and we did come from the south gate around the wall to get to the north and I don't know of any random encounters between the gates along the wall.
