I think this is an improvement in the system of crimes and the assignment of a reward for the head of our character. As always it should be veeeery immersive.
my guess is it's something to do with shouting in towns and the guards arresting you. like an extension to the stop, we have to ask you not to do that in town. or just a guard shakedown system. either way I'm sure it will be good.
Oh man I hope it changes pickpocketing. Like I would happily deal with getting caught and going to jail BUT the person attacks you, my companion kills them and I go to jail for murder!
