About this image

Don't hesitate to share if you have ideas/wishes. I want to stay close to a vanilla perk style to not make werebears overpowered compared to werewolves

I have an old set of ideas for a werewolf overhaul, so I'll paste the ones relevant to werebear :)
    Spoiler:
    Show

    - Werebear has more tanky stats than werewolf, runs a little slower. More health, less stamina regen. More frost resist, more fire weakness.
            - Sprinting knocks back enemies you run into. (maybe put this in a perk?)
            - New totems for werebear skills
                - Primal Roar ; enemies flee (or cower in fear in place) for 10 seconds, increase stamina regen for the duration.
                - Totem of Ironfur ; roar sharply increases armor (magic resistance too?) and gives reflect melee damage for the duration.
                - Totem of the Beast ; roar causes enemies to drop their weapons, and breaks nearby locks up to expert difficulty.
                - Totem of the Woods ; roar sharply increases health and stamina regeneration, and nearby predators come to your aid.
                - Totem of Thorns ; roar causes sharp thorns to sprout from your skin, impaling enemies that you come into contact with (close-range high damage cloak spell, synergizes well with a knockdown-and-maul playstyle)
Bear totems can be found in (radiant?) dungeon locations. Find them and
bring them to Snowclad Ruins, then you can pray to choose a totem.

    - Human-form bonuses depending on were-type
            - Apart from disease immunity and weakness to silver weapons in human form...
For werebears, plus stamina, health, and armor in human form.
For werewolves, plus stamina, stamina regen, and movement speed in human form.
    - Werebears Roar, as opposed to werewolf Howl.
    - Remove sprint lunge attack from werebears (and give a sprint knockdown instead)
    - (Unmarked?) quest to gather Ursine Totems to get those Roar modifiers.
    - (Unmarked?) quest to gather ingredients for werebear cure
    - New sounds for werebear roars. (from vanilla skyrim bears? maybe an edited version of them, lower pitch?)
    - if you go to cure yourself at the end of Companions quest as a werebear, a bear should spawn instead of a wolf.
    - 'mystic hunter' perk: plus damage to undead and werebeasts (i.e add silver keyword to claws)
    - forced transformation during full moon, variable chance other nights depending on moon phase, give player a warning a few minutes before... "You start to feel uneasy."

Spitballing some ideas: Thematically, bears are seen as tough and enduring, over a wolf's speed and ferocity. They also tend to be solitary, compared to a wolf pack, and don't quite have the association with howls that a wolf does.

So following that, I'd imagine that the werebear is more about damage resistance than damage output. Increased armor, frost resistance (thick fur), health bonus, etc. Slower speed than a werewolf, but you remain transformed longer. A knockback/stagger power attack? Something to make it feel like you are hitting hard, rather than the vicious clawing and eating of a werewolf.

Shouts would be called Growls rather than Howls. I'm unsure on whether there would be a summoning howl, as that gives the feeling of a pack. Perhaps a "hibernate" themed ability instead, where you can regain health. A fear growl is fine, as they definitely do that in game, but I'd assume a lesser radius due to not "howling at the moon."

This. All of this is exactly what I'd assume about a vanilla+ werebear overhaul.

Maybe the growls could focus on area debuffs / cloaks as opposed to the werewolfs utility and summons?

      Something like:

Growl of Might: Delivers a stagger to enemies around the player and throws enemies in melee range off their feet.
Growl of Despair: Prevents magicka and stamina regeneration of enemies around the player.

The flavor and theme of the perknames could also center around werebears as less aggressively nimble and more of a crude, slow and seething terror than werewolves.
Think "Brutality", "Boulderhide", "Primal Hatred", "Battering Ram", "Butcher", etc.
