      You actually just need a few mods for this (and their requirements of course) 

      Weather & Lighting:
      - NAT.ENB III - Natural and Atmospheric Tamriel ENB ESP Weather Plugin
      - Lux
      - Lux Orbis

      ENB:
      - NAT.ENB III - Natural and Atmospheric Tamriel ENB

      Meshes and Textures (Parallax where possible):
      - Static Mesh Improvement Mod - SMIM
      - Skyland AIO
      - Northern Vanilla Farmhouses
      Witcher Style Fences
      - Embers XD
      Water for ENB (whatever version you prefer, I use nordic blue)
      - HD Remastered Landscapes - Complex Terrain Parallax (Also the Projected Diffuse and Skoglendi Patch)
      Classic HD Remastered Farmhouses - Complex Parallax
      HD Remastered Imperial Forts - Complex Parallax
      Northern Roads
      Northern Roads Patch Collection
      Northern Roads - Patches Compendium Ultimate Grass Fix Only
      ElSopa - Northern Roads Resculpted
      Complex Parallax Texture for Northern Roads

      Flora:
      Skoglendi - A Grass Mod

      Also before someone tries to install this:

      I should mention that this is VERY PERFORMANCE HEAVY because of the complex parallax, so I use the ENB-Version of the Skyrim Upscaler - DLSS FSR2 XeSS from PureDark's Patreon to keep my game at 60 FPS. 

      The other solution would be of course to turn off complex parallax, it still looks good enough without it.

      But it is literally what you do with mods: making something old better with new technology. In my opinion it's an appropriate term for this.
