IN ORDER TO PLAY WITH NEMESIS (solved problem 'stuck at 99') ;
GO TO your Skyrim Folder data\meshes\actors\character\animations\XPMSE and delete the FNIS_XPMSE_List.txt file from your game.

While installing XP32 I choosed "RaceMenu + XPM(S)E MCM" but this needed FNIS and this was the reason we got Nemesis getting stuck at 99% error. Yes deleting FNIS_XPMSE_List.txt file solved the Nemesis stuck error howerer it made the game bugy on my end, such as hair, dress and for example tail mods were broken.
To fix the issue I simply reinstalled XP32 and choosed only "RaceMenu" option at "Ingame Customizing" section. This fixed both Nemesis getting stuck at 99% error and the physics/colossion/skeleton error I was getting.
Have a great day everyone, hope this could help just one person who had the same issue as me.
Anyone who is confused by the wording the author means to go to data\meshes\actors\character\animations\XPMSE and delete the FNIS_XPMSE_List.txt file from your game.
ERROR(1210): Vital behavior file cannot be found. This will cause T-pose in game. To fix this, either reinstall the mod or manually restore this behavior file

I tried your solution and it goes to 100 with 0 animation.
So i want to ask you, where is the solution?

EDIT: he meant the data in mod orginazor not in skyrim folder go data right under the instance tab it is there
