I am pretty nervous about using it in my LE skyrim, and was wondering if it's safe to use, or can it possibly lead to bugs and glitches?
What about performance, can it cause fps loss?
By the way your pics look awesome, I see you're hanging with the girls again.
LE is an old 32 bit game and has very limited usage of memory/RAM and DynDOLOD is demanding especially when used with ENB.
DynDOLOD is safe to use but I would recommend using it along with the 64 bit Skyrim SE.

It is obviously no problem to generate updated LOD meshes/textures for the load order with about the same same or less performance requirements. DynDOLOD exists since 2014 and it is being used in all game versions without issues.

Dynamic Distant Objects LOD (DynDOLOD) is a set of tools that is the advanced and easier version of xLODGen to generate a comprehensive LOD mod for the entire load order of the different Skyrim and Enderal game versions for drastically enhanced and better matching tree LOD and object LOD plus optional dynamic LOD (hence the name), glow LOD, grass LOD, occlusion data and terrain underside in a few simple steps.
I don't want to discourage you from using DynDOLOD in LE but I stand by what I said.
What hardware are you running aka what computer system are you using?
Your game would look better and be much more stable utilizing most of your installed RAM which means that DynDOLOD would run smoother as well.
Having said that, DynDOLOD is a challenge to install.
There's a lot of reading and steps to get it right.
A simpler solution would be to use xLODgen to generate your terrain, object and tree LODs.

Your processor is fine but you have an older slower video card. I had the same card about 5 years ago.
You could probably generate non-ultra LODs with no grass LODs and be OK with your rig in either LE or SE.
You can give it a try and see how it goes.
The worse that can happen is you don't like the results and you uninstall DynDOLOD and go back to previous save before you installed it.
If you are going to try DynDOLOD, generate your terrain LOD with xLODgen first (and only the terrain), install its output and then run Texgen, install its output and then run DynDOLOD and install its output.

I'm pretty sure if I can run cyberpunk 2077 on high, I can run dyndolod for le skyrim XD
However I just don't really feel like going through trial and error with it, so I think I'll just keep it as is.
I did use it for fallout 3, actually I HAD to use it, because objects weren't appearing like they should, and it actually didn't change any of the fps at all, which is interesting
And yes, Skyrim is still alive and even thriving after all these years.
There's usually over 40 new mods every day and many more updates.
With ENB and all the animation functionality along with the gorgeous texture replacers, it looks better and plays better than many new games from what I've seen.

And yea, I love PI-CHO ENB and its advanced features. The developer has done a wonderful job of creating beautifully balanced presets for the most popular weather mods.
I generally run with several followers. I enjoy the interaction among the followers and the player and with other. It also adds a lot of variety to screenshots which in part makes up for my lack of artistic design. :)
And yes, that shot on the beach was my favorite in the bunch. It's like a shore bird looking through the grass at these curious humans. hahaa

I see you've gone for a different, more summer-y vibe for this set? It looks amazing, reminds us of why we play these games.
The images were from a build I did back in March so yes, it pretty much a summer theme but with Blubbo's Fall Aspens.
And yea, I'm still lurking, endorsing with occasional input. Just not quite as active as I once was.
We've been doing major home renovations inside and out so that keeps us busy.
