That gif image effect looks similar to one that I added to some of my vampire follower mods, but instead of crows they were bats. I think it's the Night Cloak spell from Vampire Lord.

It's difficult to choose a suitable hairstyle for my version of Cersei without having to ask for special permissions from a certain mod author, something I hate to do unless it's necessary, so I did my best with the hairstyle packs I have available in my game and of course they are free to use.
I'm really glad you like her with short hairstyle, I thought no one would like her with that haircut, but since I like it I added it to the mod anyway, lol!
