In my case the issue was that I had the Hairline set as hair instead of misc in the creation kit, also, hairline does not need to have a .tri file set.

If the transparency fix mod does not work, you'll have to edit the mesh in NIFScope by changing the Alpha value property.

Where would I find the alpha value in Nifscope?

Try changing the flag value to this:

I have no idea which mod I was referring to back then, I didn't find it after a quick Google search either. Maybe it was part of the Apachii package itself?

I think it might have been, I recall talking to Apachii about it but I don't remember if it ever got fixed.

Just had this issue with KS Hair and my follower. I got mine fixed by adding an extra scalp in the extra parts on the hair. What I believe you may need to do is open up the hair mod in CK. Look at the hair and hair lines. See if there are multiple hair line parts added on the hair. If so, write them down so you can remember, then Close out and open the mod that features the npc with the hair and fill in what is missing. That is what did it for me.

Does the transparency happen when you use other enbs or when you turn your current enb off?

I had to remove the ENB .dll to fix the hair, simply turning off the ENB in the in game menu didn't work. I've only tried it with one ENB.

Dunno if this helps but I recently had the same problem while adding some KS Hairdo to M'rissi. This fixed the problem for me: https://www.loverslab.com/topic/113705-transparent-hair/.
